Common refusal reasons

Exclusion or deportation order grounds: refusal is required where the Secretary of State has personally directed exclusion, or the applicant is subject to an exclusion order, deportation order, or decision to make a deportation order.

Criminality grounds: refusal is required for a UK or overseas conviction with a custodial or suspended sentence of 12 months or more, or for any conviction unless more than 12 months have passed since conviction.

Non-conducive grounds: refusal is required where the applicant's presence is not conducive to the public good because of conduct, character, associations, or other reasons, including convictions outside the criminality grounds.

Previous breach grounds apply only to conduct when aged 18 or older: overstaying is grounds for refusal unless subsequent permission was granted knowingly, or the relevant voluntary-departure and overstay exceptions apply, including up to 90 days for overstaying begun before 6 April 2017, up to 30 days for overstaying begun on or after that date, or the Part Suitability exceptions; breaching a permission condition, illegal entry, and deception are grounds unless the stated later permission was granted knowingly.

False-representation grounds: in the current or a previous ETA application, false representations, false documents, or false information were submitted, whether or not relevant and whether or not known to the applicant, or relevant facts were not disclosed.

Unpaid litigation-costs grounds: the applicant failed to pay litigation costs awarded to the Home Office.

Previous ETA cancellation grounds: a previous ETA was cancelled by the Home Office under ETA 5.8, unless entry clearance or permission to enter or stay was subsequently granted with knowledge of the cancellation.

Previous Visitor refusal grounds: the applicant was previously refused entry clearance, permission to enter, or permission to stay under Appendix V: Visitor, unless a valid ETA, entry clearance, or permission was held and was not cancelled as a result of that refusal, or was subsequently granted with knowledge of that refusal.
